During the pivotal period spanning from 1994 to 1998, I had the honor of serving the city of Clayton in progressive law enforcement roles, commencing as a dedicated police Captain and subsequently ascending to the esteemed position of Assistant Chief of Police. My dedication and leadership qualities paved the path for my appointment as the Chief of Police, a position I zealously held until 2002, demonstrating unwavering commitment to the community's safety and well-being. My professional journey extends beyond Clayton, encompassing various law enforcement agencies across Georgia, including Clarksville, Sky Valley, Dillard, Mountain City, and the Rabun County Sheriff's Office, where I diligently served before transitioning to the Rabun County Marshal's Office in 2004. Embarking on my tenure with the Rabun County Sheriff's Office, I initially supervised courthouse security, subsequently assuming the pivotal role of Senior Training Officer, ensuring the highest standards of proficiency and professionalism within the department. Culminating my career in 2024, I retired from the Rabun County Sheriff's Office with the rank of Lieutenant, symbolizing decades of steadfast service and unwavering dedication. Beyond my direct engagements with law enforcement agencies, I also contributed significantly as an instructor for the Georgia and North Carolina Police Academies, imparting invaluable expertise and fostering the next generation of law enforcement professionals. My multifaceted career trajectory, marked by diverse roles and extensive agency engagements, has uniquely equipped me with a comprehensive understanding of the intricate nuances and exigencies of contemporary policing practices.
2. What are the high impact issues facing the current office and how would you address them? Identified within the current landscape of the Sheriff's Office are five pivotal challenges demanding strategic attention and innovative solutions. Foremost among these concerns is the pervasive issue of drug-related activities, which resonates deeply with our community's well-being. I advocate for a proactive stance, leveraging partnerships with state law enforcement agencies to fortify our county's arsenal against substance abuse. Secondly, the imperative of school safety stands paramount. Drawing from my extensive experience and expertise, I pledge to sustain and enhance rigorous training initiatives aimed at equipping officers with the awareness to swiftly respond to emergent situations in educational settings. Moreover, I am committed to empowering School Resource Officers with the requisite resources and support to excel in their pivotal roles. Thirdly, fostering robust community relations is indispensable to fostering trust and cohesion. I am cognizant of the prevailing sentiment among Rabun County residents, who seek greater accessibility and visibility from their law enforcement leadership. As Sheriff, I pledge an open-door policy, ensuring prompt
accessibility for all constituents, with a proactive emphasis on community patrolling initiatives to reinforce our presence in every neighborhood. Furthermore, I embrace a steadfast commitment to upholding the highest standards of conduct within the Sheriff's Office. In an era fraught with instances of misconduct tarnishing the law enforcement profession, I vow to instill a culture of accountability and integrity, thereby reaffirming public confidence in our deputies' unwavering dedication to duty. 3. What programs currently being implemented by the sheriff’s office would you continue? discontinue? Add? I am steadfast in my commitment to continuing and growing the existing programs at the Sheriff's Office with fresh initiatives designed to meet the evolving needs of our community. Among my priorities is the establishment of a robust neighborhood watch program, fostering a sense of collective vigilance and strengthens community resilience against threats. Furthermore, I envision the cultivation of tailored programs aimed at engaging our youth in law enforcement endeavors, nurturing a culture of mutual respect and cooperation between law enforcement and the younger generation. Additionally, recognizing the vulnerability of our elderly population to various forms of exploitation, I am dedicated to developing targeted programs aimed at safeguarding their well-being and enhancing their sense of security. By cultivating these innovative programs, we can fortify the bonds of trust and cooperation within our community, ensuring that the Sheriff's Office remains a beacon of safety and support for all residents.
4. How does turnover in the Rabun County sheriff’s office under the current incumbent compare with turnover in other counties in northeast Georgia?
In examining turnover rates within a sheriff's office, it's crucial to acknowledge the multifaceted factors contributing to personnel departures from law enforcement agencies. Moreover, it's essential to recognize that retention challenges can vary significantly from one county to another, making direct comparisons across regions complex. However, one undeniable truth emerges: the current compensation and benefits package offered to deputies at the RCSO fall short in fostering long-term commitment and retention. Addressing this pivotal issue stands as a paramount priority when deliberating on turnover rates within our agency. By proactively addressing compensation and benefits, we can cultivate a work environment that not only attracts but also retains top-tier talent, ensuring the continued effectiveness and stability of our law enforcement operations .In addition to addressing compensation and benefits, it is imperative to underscore
the significance of leadership and support within the Sheriff's Office. Deputies require more than just a figurehead; they need a sheriff who is present, accessible, and actively engaged in addressing their needs and providing unwavering support. By fostering a culture of responsive leadership, where deputies feel valued and supported, we can further bolster retention rates and cultivate a cohesive, motivated workforce dedicated to serving our community with excellence.

5. How does the sheriff office budget compare with other counties in northeast Georgia? What are/would be your plans regarding the annual budget?
In the realm of budgetary considerations, it's imperative to recognize the dynamic nature of county requirements, influenced by a myriad of factors. Budgetary needs can undergo fluctuations throughout the fiscal year, presenting a challenge in accurately forecasting and addressing the diverse needs of a law enforcement agency at any given time. Adaptability becomes paramount in navigating unforeseen expenditures effectively. For me, the guiding principle in budget planning is prioritizing the fulfillment of the Sheriff's Office's essential requirements before entertaining any discretionary expenditures. By steadfastly ensuring that the core needs of our agency are comprehensively met, we lay a solid foundation for strategic allocation of resources, thus fortifying the operational efficacy and resilience of the Sheriff's Office in fulfilling its mission.
